導(dǎo)讀:產(chǎn)業(yè)振興是鄉(xiāng)村振興的重中之重。近年來,我國鄉(xiāng)村產(chǎn)業(yè)有了長足發(fā)展,強化了農(nóng)業(yè)食品保障功能,拓展了生態(tài)涵養(yǎng)、休閑體驗、文化傳承功能,凸顯了鄉(xiāng)村的經(jīng)濟、生態(tài)、社會和文化價值,但仍然存在產(chǎn)業(yè)鏈條短、融合層次低和技術(shù)水平不高等問題。為順應(yīng)全面推進鄉(xiāng)村振興新要求,拓展農(nóng)業(yè)多種功能,促進鄉(xiāng)村產(chǎn)業(yè)高質(zhì)量發(fā)展,現(xiàn)提出如下指導(dǎo)意見。

產(chǎn)業(yè)振興是鄉(xiāng)村振興的重中之重。近年來,我國鄉(xiāng)村產(chǎn)業(yè)有了長足發(fā)展,強化了農(nóng)業(yè)食品保障功能,拓展了生態(tài)涵養(yǎng)、休閑體驗、文化傳承功能,凸顯了鄉(xiāng)村的經(jīng)濟、生態(tài)、社會和文化價值,但仍然存在產(chǎn)業(yè)鏈條短、融合層次低和技術(shù)水平不高等問題。為順應(yīng)全面推進鄉(xiāng)村振興新要求,拓展農(nóng)業(yè)多種功能,促進鄉(xiāng)村產(chǎn)業(yè)高質(zhì)量發(fā)展,現(xiàn)提出如下指導(dǎo)意見。
一、總體要求
(一)指導(dǎo)思想
以習近平新時代中國特色社會主義思想為指導(dǎo),全面貫徹黨的十九大和十九屆二中、三中、四中、五中、六中全會精神,立足新發(fā)展階段,貫徹新發(fā)展理念,構(gòu)建新發(fā)展格局,落實高質(zhì)量發(fā)展要求,在確保糧食安全和保障重要
農(nóng)產(chǎn)品有效供給的基礎(chǔ)上,以生態(tài)農(nóng)業(yè)為基、田園風光為韻、村落民宅為形、農(nóng)耕文化為魂,貫通產(chǎn)加銷、融合農(nóng)文旅,促進食品保障功能堅實穩(wěn)固、生態(tài)涵養(yǎng)功能加快轉(zhuǎn)化、休閑體驗功能高端拓展、文化傳承功能有形延伸,打造美麗宜人、業(yè)興人和的社會主義新鄉(xiāng)村,推動農(nóng)業(yè)高質(zhì)高效、鄉(xiāng)村宜居宜業(yè)、農(nóng)民富裕富足,為全面推進鄉(xiāng)村振興、加快農(nóng)業(yè)農(nóng)村現(xiàn)代化提供有力支撐。
(二)基本原則
——立足特色、市場導(dǎo)向。立足鄉(xiāng)村特色資源,面向市場需求,挖掘特色產(chǎn)品,以特色產(chǎn)業(yè)培育優(yōu)質(zhì)企業(yè),以優(yōu)質(zhì)企業(yè)帶動產(chǎn)業(yè)提升,更好發(fā)揮政府政策配套和公共服務(wù)作用,推動鄉(xiāng)村特色資源加快轉(zhuǎn)化增值。
——立農(nóng)為農(nóng)、鏈條延伸。緊扣“糧頭食尾”“農(nóng)頭工尾”,以農(nóng)產(chǎn)品加工業(yè)為重點打造農(nóng)業(yè)全產(chǎn)業(yè)鏈,推動種養(yǎng)業(yè)前后端延伸、上下游拓展,由賣原字號更多向賣制成品轉(zhuǎn)變,推動產(chǎn)品增值、產(chǎn)業(yè)增效,促進聯(lián)農(nóng)帶農(nóng)和共同富裕。
——綠色引領(lǐng)、功能拓展。踐行“綠水青山就是金山銀山”理念,以鄉(xiāng)村休閑旅游業(yè)為重點拓展農(nóng)業(yè)多種功能,培育生態(tài)環(huán)保產(chǎn)業(yè),開發(fā)可再生能源,做到保護與開發(fā)并重、傳統(tǒng)與現(xiàn)代融合,推動鄉(xiāng)村農(nóng)文旅一體化發(fā)展。
——科技賦能、平臺支撐。堅持科技興農(nóng),以發(fā)展農(nóng)村電商為重點拓寬商貿(mào)流通渠道,促進產(chǎn)業(yè)、科技交互聯(lián)動,引導(dǎo)農(nóng)業(yè)全產(chǎn)業(yè)鏈上中下游各類主體,共建共享大數(shù)據(jù)平臺信息,實現(xiàn)產(chǎn)業(yè)數(shù)字化、數(shù)字產(chǎn)業(yè)化。
(三)發(fā)展目標
到2025年,農(nóng)業(yè)多種功能充分發(fā)掘,鄉(xiāng)村多元價值多向彰顯,糧食等重要農(nóng)產(chǎn)品供給有效保障,農(nóng)業(yè)質(zhì)量效益和和競爭力明顯提高,優(yōu)質(zhì)綠色農(nóng)產(chǎn)品、優(yōu)美生態(tài)環(huán)境、優(yōu)秀傳統(tǒng)文化產(chǎn)品供給能力顯著增強,形成以農(nóng)產(chǎn)品加工業(yè)為“干”貫通產(chǎn)加銷、以鄉(xiāng)村休閑旅游業(yè)為“徑”融合農(nóng)文旅、以新農(nóng)村電商為“網(wǎng)”對接科工貿(mào)的現(xiàn)代鄉(xiāng)村產(chǎn)業(yè)體系,實現(xiàn)產(chǎn)業(yè)增值收益更多更好惠及農(nóng)村農(nóng)民,共同富裕取得實質(zhì)性進展。
——農(nóng)產(chǎn)品保障功能持續(xù)增強。糧食綜合生產(chǎn)能力穩(wěn)步提升,糧食產(chǎn)量保持在1.3萬億斤以上,重要農(nóng)產(chǎn)品供給能力穩(wěn)步提升,農(nóng)產(chǎn)品加工業(yè)與農(nóng)業(yè)總產(chǎn)值比達到2.8∶1,加工轉(zhuǎn)化率達到80%,保數(shù)量、保質(zhì)量、保多樣有效實現(xiàn)。
——鄉(xiāng)村休閑旅游業(yè)融合發(fā)展。生態(tài)涵養(yǎng)、休閑體驗和文化傳承等農(nóng)業(yè)特有功能持續(xù)拓展,綠色生產(chǎn)生活方式廣泛推行,文明鄉(xiāng)風繁榮興盛,鄉(xiāng)村休閑旅游年接待游客人數(shù)40億人次,年營業(yè)收入1.2萬億元。
——農(nóng)村電商業(yè)態(tài)類型不斷豐富。數(shù)字鄉(xiāng)村加快建設(shè),農(nóng)民生產(chǎn)經(jīng)營能力普遍增強,農(nóng)產(chǎn)品網(wǎng)絡(luò)零售額達到1萬億元,農(nóng)林牧漁專業(yè)及輔助性活動產(chǎn)值達到1萬億元,新增鄉(xiāng)村創(chuàng)業(yè)帶頭人100萬人,帶動一批農(nóng)民直播銷售員。
二、做大做強農(nóng)產(chǎn)品加工業(yè)
發(fā)揮縣域農(nóng)產(chǎn)品加工業(yè)在縱向貫通產(chǎn)加銷中的中心點作用,打造創(chuàng)新能力強、產(chǎn)業(yè)鏈條全、綠色底色足、安全可控制、聯(lián)農(nóng)帶農(nóng)緊的農(nóng)業(yè)全產(chǎn)業(yè)鏈,促進一產(chǎn)往后延、二產(chǎn)兩頭連、三產(chǎn)走高端,引導(dǎo)農(nóng)產(chǎn)品加工重心下沉縣城、中心鎮(zhèn)和物流節(jié)點,推動生產(chǎn)與加工、產(chǎn)品與市場、企業(yè)與農(nóng)戶協(xié)同發(fā)展,實現(xiàn)農(nóng)產(chǎn)品多元化開發(fā)、多層次利用、多環(huán)節(jié)增值。
(四)建設(shè)標準原料基地。鼓勵農(nóng)產(chǎn)品加工企業(yè)特別是食品加工企業(yè)與種業(yè)企業(yè)、農(nóng)民合作社、家庭農(nóng)場、種養(yǎng)大戶等協(xié)調(diào)合作,圍繞市場需求,按照適區(qū)適種、適品適種、適時采收要求,加大農(nóng)作物、畜禽和水產(chǎn)種質(zhì)資源保護開發(fā)力度,培育推廣適合加工的專用品種,引導(dǎo)各類市場主體按照品種培優(yōu)、品質(zhì)提升、品牌打造和標準化生產(chǎn)要求合理安排生產(chǎn)經(jīng)營,打造優(yōu)質(zhì)綠色安全農(nóng)產(chǎn)品生產(chǎn)基地。
(五)構(gòu)建高效加工體系。扶持農(nóng)民合作社和家庭農(nóng)場發(fā)展冷藏保鮮、原料處理、殺菌、儲藏、分級、包裝等延時類初加工,以及干制、腌制、熟制、分級分割、速凍等食品類初加工。引導(dǎo)大型農(nóng)業(yè)企業(yè)、食品企業(yè)開發(fā)類別多樣、營養(yǎng)均衡、養(yǎng)生保健、方便快捷的系列化產(chǎn)品,發(fā)展食材預(yù)處理、面制、米制、帶餡、調(diào)理等主食加工,培育原料基地+中央廚房+物流配送(餐飲門店、商超銷售)以及中央廚房+餐飲門店(連鎖店、社區(qū)網(wǎng)點、終端客戶)等模式,進一步延長加工鏈條。推進農(nóng)產(chǎn)品加工循環(huán)、高值、梯次利用和減損增效取得實質(zhì)性進展。
(六)集成加工技術(shù)成果。圍繞產(chǎn)業(yè)鏈部署創(chuàng)新鏈、圍繞創(chuàng)新鏈部署資金鏈和資源鏈,引導(dǎo)農(nóng)產(chǎn)品加工企業(yè)牽頭開展“產(chǎn)學(xué)研用”聯(lián)合攻關(guān),攻克食品預(yù)處理、分離提取、混合均質(zhì)、灌裝包裝、減損增效等技術(shù)瓶頸。組織加工企業(yè)、研發(fā)團隊和裝備企業(yè),打造共性技術(shù)研發(fā)平臺和創(chuàng)新聯(lián)合體,創(chuàng)制信息化、智能化、工程化加工裝備,建設(shè)一批集成度高、系統(tǒng)性強、能應(yīng)用、可復(fù)制的農(nóng)產(chǎn)品加工技術(shù)集成基地,打造一批中國農(nóng)業(yè)食品創(chuàng)新產(chǎn)業(yè)園。
(七)打造農(nóng)業(yè)全產(chǎn)業(yè)鏈。圍繞縣域農(nóng)業(yè)主導(dǎo)產(chǎn)業(yè),引導(dǎo)縣域農(nóng)業(yè)產(chǎn)業(yè)化龍頭企業(yè)牽頭組建農(nóng)業(yè)產(chǎn)業(yè)化聯(lián)合體,前端聯(lián)結(jié)農(nóng)業(yè)研發(fā)、育種、生產(chǎn)等環(huán)節(jié),后端延展加工、儲運、銷售、品牌、體驗、消費、服務(wù)等環(huán)節(jié),優(yōu)化提升產(chǎn)業(yè)鏈供應(yīng)鏈水平,實現(xiàn)全環(huán)節(jié)提升、全鏈條增值、全產(chǎn)業(yè)融合。引導(dǎo)有條件的頭部企業(yè),搭建全產(chǎn)業(yè)鏈數(shù)字平臺,將上中下游經(jīng)營主體納入平臺,打通全產(chǎn)業(yè)鏈上中下游環(huán)節(jié),實現(xiàn)信息共享、品牌共創(chuàng)、渠道共建和質(zhì)量安全可追溯。
(八)創(chuàng)響知名農(nóng)業(yè)品牌。按照“有標采標、低標提標、無標創(chuàng)標”要求,培育標準“領(lǐng)跑者”。塑強區(qū)域公用品牌,加強農(nóng)產(chǎn)品地理標志管理和品牌保護,深入實施地理標志農(nóng)產(chǎn)品保護工程,推進現(xiàn)代農(nóng)業(yè)全產(chǎn)業(yè)鏈標準化試點。引育一批有自主知識產(chǎn)權(quán)和品牌效應(yīng)的龍頭企業(yè),引導(dǎo)企業(yè)與農(nóng)戶等共創(chuàng)企業(yè)品牌。培育一批“獨一份、特別特、好中優(yōu)”的“土字號” “鄉(xiāng)字號”產(chǎn)品品牌。加大品牌推介力度,講好品牌故事,提升品牌公信力和品牌溢價能力。
三、做精做優(yōu)鄉(xiāng)村休閑旅游業(yè)
發(fā)揮鄉(xiāng)村休閑旅游業(yè)在橫向融合農(nóng)文旅中的連接點作用,以農(nóng)民和農(nóng)村集體經(jīng)濟組織為主體,聯(lián)合大型農(nóng)業(yè)企業(yè)、文旅企業(yè)等經(jīng)營主體,大力推進“休閑農(nóng)業(yè)+”,突出綠水青山特色、做亮生態(tài)田園底色、守住鄉(xiāng)土文化本色,彰顯農(nóng)村的“土氣”、巧用鄉(xiāng)村的“老氣”、煥發(fā)農(nóng)民的“生氣”、融入時代的“朝氣”,推動鄉(xiāng)村休閑旅游業(yè)高質(zhì)量發(fā)展。
(九)保護生態(tài)資源和鄉(xiāng)土文化。堅持生態(tài)優(yōu)先、綠色發(fā)展,實現(xiàn)保護與開發(fā)并舉、生產(chǎn)與生態(tài)并重。保護好森林、山丘、湖泊、溪流、草原、濕地等自然資源,利用好稻田、茶園、花海、牧場、養(yǎng)殖池塘、湖泊水庫等田園風光,發(fā)揮好農(nóng)業(yè)的涵養(yǎng)水源、保持水土、防風固沙、調(diào)節(jié)氣候、凈化空氣、消除污染等重要作用;保護好傳統(tǒng)村落、民族村寨、傳統(tǒng)建筑、文物古跡、農(nóng)業(yè)遺跡、灌溉工程等農(nóng)業(yè)物質(zhì)遺產(chǎn),傳承好民族民俗文化、傳統(tǒng)手工藝、戲曲曲藝、漁歌、漁港文化等非物質(zhì)遺產(chǎn),形成以資源可持續(xù)利用、文化可接續(xù)傳承為基礎(chǔ)的鄉(xiāng)村休閑旅游發(fā)展模式。
(十)發(fā)掘生態(tài)涵養(yǎng)產(chǎn)品。注重人與自然和諧共生,依托山水林田湖草沙等自然資源,結(jié)合農(nóng)業(yè)資源保護利用、農(nóng)村生態(tài)文明建設(shè)、農(nóng)耕文化傳承和節(jié)能減排固碳,發(fā)展生態(tài)觀光、農(nóng)事體驗、戶外拓展、自駕旅居等業(yè)態(tài),開發(fā)森林人家、林間步道、健康氧吧、溫泉水療、水上漂流、滑草滑沙、星空露營等產(chǎn)品,打造一批循環(huán)農(nóng)業(yè)、生態(tài)農(nóng)牧、稻漁共生等生態(tài)樣板,建設(shè)一批學(xué)農(nóng)勞動、研學(xué)實踐、科普教育等實訓(xùn)基地,創(chuàng)設(shè)一批農(nóng)事生產(chǎn)、節(jié)氣物候、自然課堂、健康養(yǎng)生等科普教程。
(十一)培育鄉(xiāng)村文化產(chǎn)品。將鄉(xiāng)村民俗文化、人文精神與現(xiàn)代要素、時尚元素和美學(xué)藝術(shù)相結(jié)合,深入發(fā)掘民間藝術(shù)、戲曲曲藝、手工技藝、民族服飾、民俗活動等活態(tài)文化,打造具有農(nóng)耕特質(zhì)、民族特色、地域特點的鄉(xiāng)村文化項目,發(fā)展歷史賦能、獨具特色、還原傳統(tǒng)的鄉(xiāng)村民宿經(jīng)濟,制作鄉(xiāng)村戲劇曲藝、雜技雜耍等文創(chuàng)產(chǎn)品,創(chuàng)響“珍稀牌”“工藝牌”“文化牌”的鄉(xiāng)土品牌。大力弘揚以愛國主義為核心的民族精神和以改革創(chuàng)新為核心的時代精神,打造文化鄉(xiāng)村,培育文明鄉(xiāng)風,弘揚革命文化,賡續(xù)紅色血脈。
(十二)打造鄉(xiāng)村休閑體驗產(chǎn)品。依托鄉(xiāng)村資源,圍繞多功能拓展、多業(yè)態(tài)聚集、多場景應(yīng)用,開發(fā)鄉(xiāng)宿、鄉(xiāng)游、鄉(xiāng)食、鄉(xiāng)購、鄉(xiāng)娛等綜合體驗項目。開發(fā)“看鄉(xiāng)景”產(chǎn)品,建設(shè)采摘園、垂釣園、風情街、民俗村、農(nóng)業(yè)主題公園等景點,發(fā)展景觀農(nóng)業(yè)、觀光采摘、休閑垂釣、特色動植物觀賞等業(yè)態(tài),打造一批田園康養(yǎng)基地和田園式花園式鄉(xiāng)景基地。開發(fā)“品鄉(xiāng)味”產(chǎn)品,鼓勵優(yōu)質(zhì)特色農(nóng)產(chǎn)品實現(xiàn)地產(chǎn)地銷、就地加工,發(fā)展鄉(xiāng)味食堂、風味小吃、特色食品,培育精品農(nóng)家菜和廚藝達人,舉辦鄉(xiāng)土菜、農(nóng)家宴推介和大賽。開發(fā)“享鄉(xiāng)俗”產(chǎn)品,發(fā)展民族風情游、民俗體驗游、村落風光游等業(yè)態(tài),創(chuàng)設(shè)村歌、村晚、旅游演藝、節(jié)慶展會等節(jié)目,開發(fā)傳統(tǒng)工藝、民族服飾等民族民俗特色產(chǎn)品。開發(fā)“憶鄉(xiāng)愁”產(chǎn)品,發(fā)展文化體驗、教育農(nóng)園、親子體驗、研學(xué)示范等業(yè)態(tài),開展“體驗鄉(xiāng)村休閑、感悟鄉(xiāng)土文化”“鄉(xiāng)味從未散去、回首已是千年”等活動,講好鄉(xiāng)村故事,吸引居民望山見水憶鄉(xiāng)愁。
(十三)提升鄉(xiāng)村休閑旅游水平。以“繡花”功夫抓好鄉(xiāng)村環(huán)境治理,以“標兵”姿態(tài)抓實鄉(xiāng)村生活垃圾分類,以“園丁”精神抓好美麗庭院、美麗田園、美麗山水建設(shè),改善餐飲、住宿、停車、廁所等設(shè)施條件,因地制宜加快推進農(nóng)村生活污水治理。將先進的管理模式和理念引入鄉(xiāng)村,制修訂鄉(xiāng)村休閑旅游服務(wù)規(guī)程和標準,用標準創(chuàng)響品牌,用品牌匯聚資源,讓消費者體驗鄉(xiāng)村品質(zhì)。
(十四)實施鄉(xiāng)村休閑旅游精品工程。推動資源適度集聚,強化典型引領(lǐng)帶動,構(gòu)建“點線面”結(jié)合的鄉(xiāng)村休閑旅游發(fā)展格局。培育1500個美麗宜人、業(yè)興人和的美麗休閑鄉(xiāng)村,推動產(chǎn)村融合發(fā)展,帶動鄉(xiāng)村生產(chǎn)生活生態(tài)價值提升。推介1000條運營成熟、體驗美好的鄉(xiāng)村休閑旅游精品景點線路,促進產(chǎn)業(yè)提質(zhì)增效,打造一批鄉(xiāng)村休閑旅游優(yōu)勢品牌和城鄉(xiāng)居民休閑旅游“打卡地”。建設(shè)300個資源獨特、設(shè)施完備、業(yè)態(tài)豐富、創(chuàng)新活躍的休閑農(nóng)業(yè)重點縣,推動縣域統(tǒng)籌規(guī)劃、整體推進、集成創(chuàng)新,打造一批鄉(xiāng)村休閑旅游先行區(qū)。
四、做活做新農(nóng)村電商
發(fā)揮農(nóng)村電商在對接科工貿(mào)的結(jié)合點作用,實施“互聯(lián)網(wǎng)+”農(nóng)產(chǎn)品出村進城工程,利用5G、云計算、物聯(lián)網(wǎng)、區(qū)塊鏈等技術(shù),加快網(wǎng)絡(luò)體系、前端倉庫和物流設(shè)施建設(shè),把現(xiàn)代信息技術(shù)引入農(nóng)業(yè)產(chǎn)加銷各個環(huán)節(jié),建立縣域農(nóng)產(chǎn)品大數(shù)據(jù),培育農(nóng)村電商實體及網(wǎng)絡(luò)直播等業(yè)態(tài)。
(十五)培育農(nóng)村電商主體。引導(dǎo)平臺企業(yè)、物流、商貿(mào)、金融、供銷、郵政、快遞等各類主體到鄉(xiāng)村布局,完善農(nóng)村商貿(mào)服務(wù)體系。堅持共建共享、互聯(lián)互通原則,在促進工業(yè)品下鄉(xiāng)的同時更加聚焦服務(wù)農(nóng)產(chǎn)品上行,依托益農(nóng)信息社、農(nóng)村綜合服務(wù)社、村郵站、快遞網(wǎng)點、農(nóng)產(chǎn)品購銷代辦站、農(nóng)家店等經(jīng)營主體發(fā)展電商末端服務(wù)網(wǎng)點。依托信息進村入戶運營商、優(yōu)質(zhì)電商直播平臺、直播機構(gòu)和經(jīng)紀公司,發(fā)展直播賣貨、助農(nóng)直播間、移動菜籃子等,培育農(nóng)民直播銷售員。
(十六)打造農(nóng)產(chǎn)品供應(yīng)鏈。建設(shè)產(chǎn)地倉儲保鮮冷鏈基礎(chǔ)設(shè)施,集中打造農(nóng)產(chǎn)品生產(chǎn)供應(yīng)基地,配備智能化設(shè)施設(shè)備和質(zhì)量追溯設(shè)備,鼓勵使用“一品一碼”、“一捆一碼”、“一筐一碼”等追溯技術(shù)設(shè)備。提升農(nóng)產(chǎn)品產(chǎn)地流通效率,創(chuàng)新農(nóng)產(chǎn)品產(chǎn)地市場建設(shè)模式和運營機制,鼓勵電商企業(yè)在產(chǎn)地建設(shè)一批田頭市場,推動國家級、區(qū)域性農(nóng)產(chǎn)品產(chǎn)地市場開展農(nóng)產(chǎn)品線上批發(fā)、零售和產(chǎn)銷對接等活動,進一步拓寬農(nóng)產(chǎn)品流通渠道。建設(shè)農(nóng)產(chǎn)品縣級集散配送中心,打造出村進城樞紐,提升集中采購和跨區(qū)域配送能力,完善網(wǎng)銷農(nóng)產(chǎn)品商品化處理、品控分揀、打包配送、統(tǒng)配統(tǒng)送等功能。建設(shè)產(chǎn)地初加工服務(wù)站點,開展農(nóng)產(chǎn)品分等分級、預(yù)冷倉儲、包裝等服務(wù),整合快遞物流等現(xiàn)有條件,完善縣鄉(xiāng)村三級物流體系。構(gòu)建農(nóng)產(chǎn)品供應(yīng)鏈體系,實施“數(shù)商興農(nóng)”,打造農(nóng)產(chǎn)品網(wǎng)絡(luò)品牌,支持運營主體帶動農(nóng)戶統(tǒng)一標準、統(tǒng)一生產(chǎn)、統(tǒng)一采購、統(tǒng)一品牌、統(tǒng)一銷售,構(gòu)建基于互聯(lián)網(wǎng)的供應(yīng)鏈管理模式,形成協(xié)同高效、利益共享的優(yōu)質(zhì)特色農(nóng)產(chǎn)品供應(yīng)鏈體系。
(十七)建立運營服務(wù)體系。提升電商服務(wù)功能,充分利用鄉(xiāng)村網(wǎng)絡(luò)站點優(yōu)勢,以低成本、簡便易行的方式,與縣級倉儲物流節(jié)點有效銜接,構(gòu)建網(wǎng)銷服務(wù)體系。培育網(wǎng)絡(luò)新零售,在大型電商平臺開設(shè)旗艦店,培育零售電商、批發(fā)電商、分銷電商以及社交電商、直播電商等新模式,形成多樣化多層次的全網(wǎng)營銷體系。注重線下渠道維護,與休閑體驗相結(jié)合,建設(shè)優(yōu)質(zhì)特色農(nóng)產(chǎn)品直營店、體驗區(qū),用網(wǎng)絡(luò)營銷帶來的知名度促進線下銷售。
(十八)強化農(nóng)產(chǎn)品質(zhì)量監(jiān)管。強化農(nóng)產(chǎn)品質(zhì)量安全監(jiān)測預(yù)警,穩(wěn)定和加強基層農(nóng)產(chǎn)品質(zhì)量安全檢驗檢測體系。加強鄉(xiāng)鎮(zhèn)農(nóng)產(chǎn)品質(zhì)量安全網(wǎng)格化管理,嚴查種植養(yǎng)殖屠宰環(huán)節(jié)使用禁限用藥物行為,管控上市農(nóng)產(chǎn)品常規(guī)農(nóng)獸藥殘留超標問題,讓生產(chǎn)者牢固樹立“不合格不上市”的意識。推行食用農(nóng)產(chǎn)品達標合格證制度,規(guī)范生產(chǎn)主體開具、使用合格證。積極探索利用現(xiàn)代信息技術(shù)的“陽光農(nóng)安”智慧管理模式。支持產(chǎn)業(yè)化運營主體加強自我檢測、全過程追溯。加快農(nóng)產(chǎn)品田間管理、采后處理、分等分級、包裝儲運、產(chǎn)品追溯、信息采集等各環(huán)節(jié)標準研制。
五、創(chuàng)造良好發(fā)展環(huán)境
(十九)加強組織領(lǐng)導(dǎo)。各省(自治區(qū)、直轄市)要將拓展農(nóng)業(yè)多種功能、促進鄉(xiāng)村產(chǎn)業(yè)高質(zhì)量發(fā)展作為全面推進鄉(xiāng)村振興的重點任務(wù),按照“一個產(chǎn)業(yè)、一套班子、一套政策、一個團隊”要求,建立統(tǒng)籌協(xié)調(diào)、多方參與、分工協(xié)作的推進機制,聚焦主導(dǎo)產(chǎn)業(yè)、聚集資源要素、聚合服務(wù)功能,促進規(guī)劃、政策、標準等有效銜接,加強業(yè)務(wù)指導(dǎo)、項目扶持、示范帶動,形成高效指導(dǎo)和促進體系。
(二十)搭建平臺載體。將優(yōu)勢特色產(chǎn)業(yè)集群、現(xiàn)代農(nóng)業(yè)產(chǎn)業(yè)園、農(nóng)業(yè)產(chǎn)業(yè)強鎮(zhèn)等農(nóng)業(yè)產(chǎn)業(yè)融合發(fā)展項目、“互聯(lián)網(wǎng)+”農(nóng)產(chǎn)品出村進城工程和農(nóng)產(chǎn)品倉儲保鮮冷鏈設(shè)施建設(shè)與拓展農(nóng)業(yè)多種功能有機銜接,以項目建設(shè)帶動農(nóng)業(yè)多種功能拓展。提升農(nóng)產(chǎn)品加工園區(qū)建設(shè)水平,配齊原料生產(chǎn)、精深加工、體驗展示、物流配送等設(shè)施,打造一批國際農(nóng)產(chǎn)品加工產(chǎn)業(yè)園。建設(shè)拓展農(nóng)業(yè)多種功能先行區(qū),開展拓展農(nóng)業(yè)多種功能量化評估,探索建立鄉(xiāng)村多元價值實現(xiàn)機制。培育一批農(nóng)村電商產(chǎn)業(yè)園,引導(dǎo)各類人才入園創(chuàng)辦網(wǎng)店、開辦直播間。
(二十一)培育壯大龍頭企業(yè)。擴大龍頭企業(yè)認定范圍,將鄉(xiāng)村休閑旅游、鄉(xiāng)土文化開發(fā)、農(nóng)耕文化傳播、農(nóng)村電子商務(wù)等領(lǐng)域的龍頭企業(yè)納入農(nóng)業(yè)產(chǎn)業(yè)化龍頭企業(yè)認定范圍。圍繞制約農(nóng)業(yè)農(nóng)村現(xiàn)代化發(fā)展的“卡脖子”技術(shù)或短板領(lǐng)域,做強一批具有自主創(chuàng)新能力的科技領(lǐng)軍型龍頭企業(yè)。圍繞糧棉油糖、肉蛋奶、種業(yè)等關(guān)系國計民生的重要行業(yè),做強一批具有國際影響力的頭部龍頭企業(yè)。圍繞果蔬茶等滿足消費者多樣需求的特色農(nóng)產(chǎn)品領(lǐng)域,做優(yōu)一批引領(lǐng)行業(yè)發(fā)展的骨干企業(yè)。圍繞糧食生產(chǎn)功能區(qū)、重要農(nóng)產(chǎn)品生產(chǎn)保護區(qū)、特色農(nóng)產(chǎn)品優(yōu)勢區(qū)和脫貧地區(qū),做大一批聯(lián)農(nóng)帶農(nóng)緊密的區(qū)域型龍頭企業(yè)。
(二十二)完善配套政策。落實財稅政策,鼓勵有條件的地方按市場化方式設(shè)立鄉(xiāng)村產(chǎn)業(yè)發(fā)展基金,執(zhí)行好中小微企業(yè)稅費優(yōu)惠政策,落細農(nóng)產(chǎn)品初加工企業(yè)所得稅優(yōu)惠政策,支持將
烘干機配套設(shè)施、果菜茶初加工成套設(shè)備、蜜蜂養(yǎng)殖及蜂產(chǎn)品初加工成套設(shè)施裝備等納入農(nóng)機新產(chǎn)品購置補貼試點范圍。強化金融扶持政策,用好“銀稅互動”“銀信互動”“銀單互動”貸款機制,開發(fā)“專項貸、訂單貸、鏈條貸”等金融產(chǎn)品,發(fā)揮農(nóng)業(yè)信貸擔保體系作用,支持產(chǎn)品有市場、項目有前景、技術(shù)有競爭力的鄉(xiāng)村企業(yè)。鼓勵社會資本到鄉(xiāng)村投資興業(yè)。落實農(nóng)村一二三產(chǎn)業(yè)融合發(fā)展用地政策,推動各地制定鄉(xiāng)村產(chǎn)業(yè)發(fā)展用地實施細則,保障農(nóng)村一二三產(chǎn)業(yè)融合發(fā)展合理用地需求。
(二十三)強化指導(dǎo)服務(wù)。持續(xù)改善營商環(huán)境,加強鄉(xiāng)村基礎(chǔ)設(shè)施建設(shè),暢通現(xiàn)代要素向鄉(xiāng)村流動的渠道。建立鄉(xiāng)村企業(yè)家智庫,通過線上線下多種途徑聽取鄉(xiāng)村企業(yè)家意見建議。引導(dǎo)各類互聯(lián)網(wǎng)企業(yè)、平臺型企業(yè)發(fā)揮自身優(yōu)勢,建立鄉(xiāng)村企業(yè)“人地錢貨”直通車服務(wù)平臺,為企業(yè)提供資金技術(shù)、用地用電、高素質(zhì)人才、營銷渠道、運營管理等服務(wù)。
(二十四)筑牢科技和人才支撐。引進科技人才,重點引進科技領(lǐng)軍人才、青年科技人才和高水平創(chuàng)新團隊到鄉(xiāng)村開展智力服務(wù)。培育企業(yè)家人才,重點培育現(xiàn)代鄉(xiāng)村企業(yè)家、“小巨人”企業(yè)家和經(jīng)營管理人才,扎根鄉(xiāng)村、興辦鄉(xiāng)產(chǎn)、帶富鄉(xiāng)親。扶持創(chuàng)業(yè)人才,支持返鄉(xiāng)農(nóng)民工、大學(xué)生、退役軍人以及離退休人員、專業(yè)人員等返鄉(xiāng)入鄉(xiāng)創(chuàng)業(yè),鼓勵“田秀才”“土專家”“鄉(xiāng)創(chuàng)客”和能工巧匠在鄉(xiāng)創(chuàng)業(yè)。
(二十五)加強宣傳引導(dǎo)推介。開展農(nóng)業(yè)多種功能科普宣傳,促進“山水鄉(xiāng)愁”進學(xué)校、進社區(qū)、進家庭??偨Y(jié)凝練鄉(xiāng)村產(chǎn)業(yè)高質(zhì)量發(fā)展模式,通過中國國際農(nóng)產(chǎn)品交易會、中國農(nóng)產(chǎn)品加工業(yè)投資貿(mào)易洽談會等農(nóng)業(yè)展會以及農(nóng)業(yè)展館、地方特色館等場所宣傳推介。利用傳統(tǒng)媒體和新媒體,多角度、全方位、立體式解讀產(chǎn)業(yè)政策、宣傳經(jīng)驗做法、推廣典型模式,引導(dǎo)全社會共同關(guān)注、協(xié)力支持,營造良好輿論氛圍。
