鄉(xiāng)村旅游正在興起,假期何必到景區(qū)“擠爆頭”?

  如此高的游客流量和旅游消費(fèi)背后是各大景區(qū)的游覽“高峰”,尤其是在熱門景區(qū),人山人海、摩肩接踵,出現(xiàn)了“人從眾”人擠人的狀態(tài)。到底有多擠呢?據(jù)悉,很多景區(qū)出現(xiàn)瞬時(shí)逼近承載量大值,為防止過度擁擠,不得不開啟限流模式。有游客直呼,趵突泉看不到泉,西湖看不到湖,外灘看不到灘……還有游客表示被“擠到質(zhì)壁分離”“手機(jī)信號(hào)都被擠斷了”……
 
  游客這么多,顯然有限的景點(diǎn)不夠玩了。那么,與其去看“人擠人”,不如換個(gè)方式來看看近年正在興起的“休閑農(nóng)業(yè)和鄉(xiāng)村旅游”。大城市居民看慣了高樓大廈、車水馬龍,鄉(xiāng)村特色休閑觀光或許會(huì)帶來不一樣的“清新”。

  我們知道,今年是實(shí)施鄉(xiāng)村振興戰(zhàn)略的關(guān)鍵之年。鄉(xiāng)村振興,產(chǎn)業(yè)興旺是基礎(chǔ)。而休閑農(nóng)業(yè)和鄉(xiāng)村旅游是鄉(xiāng)村產(chǎn)業(yè)的重要組成部分,大力發(fā)展休閑農(nóng)業(yè)和鄉(xiāng)村旅游,從而促進(jìn)“農(nóng)業(yè)強(qiáng)、農(nóng)村美、農(nóng)民富、市民樂”。
 
  多項(xiàng)政策扶持 提升休閑農(nóng)業(yè)硬件基礎(chǔ)
 
  今年的中央一號(hào)文件提出,抓好農(nóng)村人居環(huán)境整治三年行動(dòng),全面推開以農(nóng)村垃圾污水治理、“廁所革命”和村容村貌提升為重點(diǎn)的農(nóng)村人居環(huán)境整治,確保到2020年實(shí)現(xiàn)農(nóng)村人居環(huán)境階段性明顯改善,村莊環(huán)境基本干凈整潔有序,村民環(huán)境與健康意識(shí)普遍增強(qiáng)。這些具體措施不但能提升農(nóng)村村民日常生活的質(zhì)量,還能提升休閑農(nóng)業(yè)的發(fā)展質(zhì)量。
 
  此外,今年的政府工作報(bào)告中提到了休閑農(nóng)業(yè)未來的一些推進(jìn)重點(diǎn),扎實(shí)推進(jìn)鄉(xiāng)村建設(shè),因地制宜開展農(nóng)村人居環(huán)境整治,推進(jìn)“廁所革命”、垃圾污水治理,建設(shè)美麗鄉(xiāng)村。建設(shè)美麗鄉(xiāng)村的必然結(jié)果,就是休閑農(nóng)業(yè)發(fā)展的硬件基礎(chǔ)更加堅(jiān)實(shí)。
 
  日前,國(guó)務(wù)院辦公廳印發(fā)《關(guān)于進(jìn)一步激發(fā)文化和旅游消費(fèi)潛力的意見》,提出積極發(fā)展休閑農(nóng)業(yè),推出一批鄉(xiāng)村旅游重點(diǎn)村。國(guó)務(wù)院出臺(tái)的鄉(xiāng)村旅游提升計(jì)劃預(yù)測(cè),到2020年,全國(guó)將發(fā)展300多萬家農(nóng)家樂。這表明,以休閑農(nóng)業(yè)、農(nóng)家樂等為主的鄉(xiāng)村旅游已經(jīng)成為農(nóng)民收入的新增長(zhǎng)點(diǎn),成為鄉(xiāng)村產(chǎn)業(yè)振興的一大標(biāo)志。專家認(rèn)為,此《意見》體現(xiàn)了不少新思路,隨著我國(guó)文旅消費(fèi)潛力不斷被激發(fā)出來,農(nóng)村文旅消費(fèi)也將迎來巨大發(fā)展機(jī)遇。
 
  休閑農(nóng)業(yè)風(fēng)生水起 鄉(xiāng)村旅游蓬勃發(fā)展
 
  據(jù)了解,休閑農(nóng)業(yè)和鄉(xiāng)村旅游主要有三種類型:,以“農(nóng)家樂”和聚集村為主的休閑旅游。這主要集中在城市郊區(qū),以提供食宿、游樂、采摘、購(gòu)物為主。第二,以自然景觀、特色風(fēng)貌和人文環(huán)境為主的生態(tài)旅游。主要集中在景區(qū)周邊,提供農(nóng)家飯菜、宿營(yíng)房屋、農(nóng)事體驗(yàn)等服務(wù)。第三,依托田園景觀,以健康養(yǎng)生為主的休閑旅游。主要集中在氣候宜人、資源獨(dú)特、農(nóng)業(yè)生產(chǎn)集中連片的區(qū)域,提供食宿、康養(yǎng)、保健等服務(wù)。此外,還形成了一些有特色的農(nóng)業(yè)嘉年華、特色小鎮(zhèn)等品牌。目前,全國(guó)已創(chuàng)建388個(gè)全國(guó)休閑農(nóng)業(yè)和鄉(xiāng)村旅游示范縣(市),推介了710個(gè)中國(guó)美麗休閑鄉(xiāng)村。
 
  目前,休閑農(nóng)業(yè)和鄉(xiāng)村旅游已從零星分布向集群分布轉(zhuǎn)變,空間布局從城市郊區(qū)和景區(qū)周邊向更多適宜發(fā)展的區(qū)域拓展,可謂蓬勃發(fā)展。據(jù)測(cè)算,2018年全國(guó)休閑農(nóng)業(yè)和鄉(xiāng)村旅游接待人次超30億,營(yíng)業(yè)收入超過8000億元。休閑農(nóng)業(yè)成為城市居民休閑、旅游和旅居的重要目的地,成為鄉(xiāng)村產(chǎn)業(yè)的新亮點(diǎn)。
 
  結(jié)語:大力發(fā)展休閑農(nóng)業(yè)和鄉(xiāng)村旅游,一方面,城市居民可以近距離參與農(nóng)業(yè)生產(chǎn)、感受田園和農(nóng)耕生活,同時(shí)帶動(dòng)了鄉(xiāng)村經(jīng)濟(jì)發(fā)展;另一方面,鄉(xiāng)村資源優(yōu)勢(shì)變成了經(jīng)濟(jì)優(yōu)勢(shì),讓農(nóng)民的錢包鼓了起來,鄉(xiāng)村振興得到了實(shí)現(xiàn)。如此雙贏的局面,下次旅游你是否會(huì)考慮來到鄉(xiāng)村體驗(yàn)陶淵明“采菊東籬下,悠然見南山”的輕松田園生活?
