農(nóng)業(yè)農(nóng)村部關于印發(fā)《全國農(nóng)業(yè)科技創(chuàng)新重點領域(2024–2028年)》的通知
 
  各省、自治區(qū)、直轄市農(nóng)業(yè)農(nóng)村(農(nóng)牧)廳(局、委),新疆生產(chǎn)建設兵團農(nóng)業(yè)農(nóng)村局,各有關單位:
 
  為深入貫徹落實黨中央關于科技創(chuàng)新的重大決策部署,加快推進高水平農(nóng)業(yè)科技自立自強,在緊盯世界科技前沿、堅持產(chǎn)業(yè)急需導向的基礎上,我部組織制定了《全國農(nóng)業(yè)科技創(chuàng)新重點領域(2024—2028年)》,現(xiàn)印發(fā)你們,請結合本地區(qū)、本單位實際,在工作中推動落實。

全國農(nóng)業(yè)科技創(chuàng)新重點領域(2024–2028年)
 
  建設農(nóng)業(yè)強國,利器在科技。當前,以生物技術和信息技術為特征的新一輪農(nóng)業(yè)科技革命正在孕育大的突破,農(nóng)業(yè)科研范式發(fā)生深刻變革,學科交叉融合不斷發(fā)展,基因編輯、合成生物、人工智能等新興技術持續(xù)迭代,引領世界農(nóng)業(yè)科技前沿走向,促進農(nóng)業(yè)產(chǎn)業(yè)鏈供應鏈加速重構。為增強我國農(nóng)業(yè)產(chǎn)業(yè)競爭力,培育發(fā)展農(nóng)業(yè)新質生產(chǎn)力,要聚焦以下10大重點領域,加快實現(xiàn)高水平農(nóng)業(yè)科技自立自強。
 
  一、農(nóng)業(yè)新品種培育
 
  主要目標:以種質資源保護為基礎、自主創(chuàng)新為核心、供種安全為底線,集中力量破難題、補短板、強優(yōu)勢、控風險,推動育種技術體系迭代升級和生物育種研發(fā)應用,抓緊培育具有自主知識產(chǎn)權的優(yōu)良品種,加快實現(xiàn)重要農(nóng)產(chǎn)品種源自主可控,筑牢農(nóng)業(yè)現(xiàn)代化的種子基礎。
 
  重點方向:(1)開展農(nóng)業(yè)種質資源收集引進、保護與精準鑒定,發(fā)掘調控產(chǎn)量、品質、耐逆、抗主要病蟲害等重要性狀的關鍵基因,解析育種重要目標性狀形成的遺傳機理,加大農(nóng)業(yè)生物與環(huán)境互作模式研究,闡明產(chǎn)量與品質、抗性、資源效率協(xié)同提升機制。(2)研發(fā)和拓展具有自主知識產(chǎn)權的精準化基因編輯工具,強化全基因組選擇、智能設計等育種關鍵核心技術開發(fā)。(3)培育高產(chǎn)優(yōu)質、多抗廣適、節(jié)本增效的水稻、小麥、玉米等品種及耐鹽堿作物品種,高油高產(chǎn)大豆、高產(chǎn)高油短生育期油菜等油料作物品種,以及優(yōu)質高產(chǎn)多抗廣適的經(jīng)濟作物和飼草品種。(4)培育繁殖力強、飼料轉化率高、適應性強、抗病、肉品質優(yōu)良、生長速度快的生豬品種,高產(chǎn)優(yōu)質、適應性強、抗病牛羊品種,生產(chǎn)性能高、肉品質好、抗病力強的白羽肉雞品種,以及優(yōu)質、節(jié)糧、高產(chǎn)特色蛋雞品種。(5)建立水產(chǎn)動物生殖干細胞精準移植與單性新品種創(chuàng)制技術體系,培育適應高度集約化養(yǎng)殖的速生抗病(逆)優(yōu)質水產(chǎn)養(yǎng)殖新品種,開展珍貴、瀕危水生野生動物繁育技術研究。(6)開發(fā)自主可控的智能化種質資源儲存、生理生化指標測定、表型數(shù)據(jù)采集分析以及智慧育種的核心大模型、系統(tǒng)與裝備。
 
  二、耕地質量提升
 
  主要目標:建立健全耕地保育關鍵技術體系,加強黑土地保護、退化耕地治理和鹽堿地綜合改造利用,促進耕地數(shù)量、質量、生態(tài)“三位一體”協(xié)同提升,以科技創(chuàng)新支撐實現(xiàn)“藏糧于地”,牢牢守住糧食生產(chǎn)的“命根子”。
 
  重點方向:(1)探明耕地質量演變規(guī)律及主要驅動機制,解析土壤侵蝕、貧瘠化、酸化、鹽堿化、板結化、土傳病害等障礙消減關鍵過程與機理,明晰土壤與植物互作、水分養(yǎng)分循環(huán)利用、生物多樣性維持、生物培肥與碳匯偶聯(lián)的機理機制。(2)研發(fā)黑土地保護利用、鹽堿地綜合改造利用、土壤酸化治理、土壤有機質提升、土壤壓實板結消減、多熟區(qū)連作障礙消減、有害因子去除等關鍵技術。(3)研發(fā)耕地殘膜、有機污染物、新型污染物等消減與綠色阻控技術,以及健康耕地培育與生物多樣性恢復技術。(4)研制新型肥料、功能生物有機肥、土壤復合調理劑、精準高效施肥及水肥一體化等重大產(chǎn)品及其配套裝備。(5)研發(fā)支撐智慧農(nóng)業(yè)的土壤快檢技術,構建數(shù)字土壤信息技術體系、天空地一體化監(jiān)測技術體系,建立健康耕地評價系統(tǒng)與預警預測平臺。(6)集成耕地質量與產(chǎn)能協(xié)同提升技術模式。
 
  三、農(nóng)機裝備研制
 
  主要目標:聚焦大型高端智能農(nóng)機裝備、丘陵山區(qū)適用農(nóng)機裝備重點方向,突破一批標志性整機裝備和關鍵零部件,推動物聯(lián)網(wǎng)、大數(shù)據(jù)、人工智能等信息技術與農(nóng)機裝備融合應用,不斷提升農(nóng)業(yè)物質裝備現(xiàn)代化水平。
 
  重點方向:(1)研究農(nóng)機裝備—動植物—土壤環(huán)境互作規(guī)律及種植養(yǎng)殖生產(chǎn)調控新原理新方法,開發(fā)關鍵算法、人工智能模型、農(nóng)業(yè)傳感器、農(nóng)機衛(wèi)星網(wǎng)聯(lián)技術、高壓共軌系統(tǒng)、耐磨低阻入土部件、雙結打結器等核心零部件、技術和系統(tǒng)。(2)研發(fā)大馬力無級變速拖拉機、新能源拖拉機、高效精量播栽、精準水肥藥施用、糧油作物及大宗經(jīng)濟作物高效低損收獲等大型高端智能農(nóng)機。(3)研發(fā)丘陵山地及水田專用拖拉機、山地多功能動力平臺、黏重土壤播栽、糧油棉糖果菜茶藥等輕簡采收、熱帶作物生產(chǎn)等丘陵山區(qū)適用農(nóng)機裝備。(4)研發(fā)設施電動作業(yè)及運輸、工廠化育秧(苗)、高效嫁接移栽、果蔬高效收獲及選擇性采摘、環(huán)境智能調控、生長信息及病蟲害監(jiān)測等設施種植裝備及作業(yè)機器人。(5)研發(fā)精準飼喂(投餌)、智能巡檢、疫苗自動注射、轉盤式擠奶、環(huán)境智能管控、高效起捕、深遠海智能養(yǎng)殖、糞污及尾水處理等畜禽水產(chǎn)養(yǎng)殖裝備及作業(yè)機器人。(6)研發(fā)農(nóng)產(chǎn)品產(chǎn)地高效凈理、節(jié)能干燥、分選分級、切制加工、保質儲運、畜禽屠宰分割等農(nóng)產(chǎn)品初加工裝備。
 
  四、農(nóng)作物病蟲害防控
 
  主要目標:加快揭示主要農(nóng)作物有害生物暴發(fā)成災機制,加強監(jiān)測預警技術體系建設,創(chuàng)新綠色防控技術產(chǎn)品,建立綜合防控技術體系,有效應對主要農(nóng)作物重大病蟲害發(fā)生。
 
  重點方向:(1)探明農(nóng)業(yè)種植結構調整、耕作制度變革、氣候條件變化、外來物種入侵等新形勢下主要農(nóng)作物重大病蟲害的發(fā)生演替規(guī)律和災變機制,闡明植物—微生物—害蟲—天敵昆蟲四營養(yǎng)級間互作機制,解析作物抗病蟲害機制并挖掘抗性資源。(2)持續(xù)創(chuàng)新大區(qū)域、長時效、智能化的農(nóng)作物有害生物的檢測、監(jiān)測和預警技術體系。(3)推動生物防治、植物免疫、信息素防控、理化誘殺、信息迷向及生態(tài)調控等技術迭代升級,創(chuàng)制綠色農(nóng)藥、RNA生物農(nóng)藥、信息素誘控劑、微生物農(nóng)藥等新產(chǎn)品。(4)創(chuàng)新病蟲害智能識別技術,研發(fā)病蟲害智能監(jiān)測、精準對靶施藥等智慧植保新裝置新裝備。(5)創(chuàng)新農(nóng)作物抗病蟲性評價與抗性治理體系,建立入侵新發(fā)突發(fā)有害生物的主動防御體系,構建主要農(nóng)作物重大病蟲害全程防控綜合技術體系。
 
  五、畜禽水產(chǎn)疫病防控
 
  主要目標:加快突破重大疫病發(fā)生流行的基礎理論研究,增強畜禽水產(chǎn)疫病防控關鍵技術原始創(chuàng)新能力,創(chuàng)制安全高效疫苗新產(chǎn)品,提升重大動物疫病和農(nóng)業(yè)生物安全防控技術水平,支撐保障肉蛋奶、水產(chǎn)品穩(wěn)定安全供給。
 
  重點方向:(1)開展畜禽水產(chǎn)疫病的病原學與流行病學研究,解析重要疫病的流行傳播機制及動物病原耐藥性產(chǎn)生、傳播和控制機制,揭示重要病原的結構與功能,闡明重要病原—宿主—生境互作機制。(2)開發(fā)和應用基于組學、大數(shù)據(jù)、人工智能的畜禽水產(chǎn)疫病早期風險評估與預警技術,研發(fā)智能監(jiān)測設備和系統(tǒng)。(3)突破精準高效疫苗研發(fā)、藥物分子設計與遞送、高效新型佐劑創(chuàng)制、病原快速識別與分子溯源等重大關鍵技術。(4)創(chuàng)制基因標記疫苗、mRNA疫苗等安全高效的疫苗新產(chǎn)品,研發(fā)疫病快速、高通量的診斷新產(chǎn)品,研發(fā)原創(chuàng)獸藥、新型中獸藥、生物治療制劑等新產(chǎn)品。(5)集成監(jiān)測、檢疫、免疫、診斷、消毒、無害化處理等關鍵技術,構建畜禽水產(chǎn)疫病綜合防控技術體系,開展重大疫病凈化與根除應用示范。
 
  六、高效種植養(yǎng)殖
 
  主要目標:以糧油棉糖作物大面積單產(chǎn)提升、高效設施種植、畜禽水產(chǎn)集約化養(yǎng)殖為方向,集成創(chuàng)新適應不同生產(chǎn)場景的系統(tǒng)化技術體系,構建綠色智能高效生產(chǎn)模式,顯著提升農(nóng)業(yè)綜合生產(chǎn)能力,不斷提升產(chǎn)業(yè)質量效益和競爭力。
 
  重點方向:(1)解析作物產(chǎn)量、品質與資源利用互作關鍵過程及其生理生態(tài)機理,揭示作物系統(tǒng)高產(chǎn)優(yōu)質與資源高效協(xié)同的機制及調控途徑。(2)突破作物精準栽培、綠色耕作、水肥精準調控、智慧管理等關鍵技術,創(chuàng)制新型農(nóng)業(yè)綠色投入品。(3)創(chuàng)建適應不同區(qū)域、不同經(jīng)營主體作物大面積均衡增產(chǎn)提質增效的精準化、智慧化和輕簡化種植栽培體系與模式。(4)探明飼料飼草高效轉化和碳氮高效沉積機制,揭示畜禽水產(chǎn)精準飼養(yǎng)營養(yǎng)代謝基礎,創(chuàng)新從營養(yǎng)供給到品質形成的全過程營養(yǎng)代謝理論。(5)精準評定飼料原料營養(yǎng)價值和畜禽水產(chǎn)動物營養(yǎng)需要量,攻克非糧飼料資源高值化利用技術與工藝。(6)研制新型飼料資源與安全高效健康養(yǎng)殖綠色投入品,形成“糧—飼”聯(lián)產(chǎn)增收生產(chǎn)模式,構建綠色節(jié)糧低碳養(yǎng)殖綜合技術體系。(7)突破高水效農(nóng)業(yè)理論和方法,研發(fā)作物高效用水的關鍵技術,研制適合國情的智慧灌溉裝備、抗旱節(jié)水產(chǎn)品,構建農(nóng)業(yè)節(jié)水監(jiān)測評價指標體系,創(chuàng)新稻漁綜合種養(yǎng)和工廠化循環(huán)水利用等新技術新模式。
 
  七、綠色低碳農(nóng)業(yè)
 
  主要目標:加快農(nóng)業(yè)面源污染防治、農(nóng)業(yè)應對氣候變化科技創(chuàng)新,構建生態(tài)循環(huán)農(nóng)業(yè)技術體系,推動投入品減量化、生產(chǎn)清潔化、廢棄物資源化、產(chǎn)業(yè)模式生態(tài)化,不斷提升農(nóng)業(yè)可持續(xù)發(fā)展水平。
 
  重點方向:(1)解析種養(yǎng)業(yè)溫室氣體排放、面源污染特征機理、遷轉規(guī)律和源頭追溯,建立種養(yǎng)業(yè)環(huán)境足跡評估方法規(guī)則、標準體系和背景數(shù)據(jù)庫。(2)突破農(nóng)業(yè)面源污染物降存減活與遷移阻控技術。(3)創(chuàng)新秸稈還田增碳和生物質能等多元利用、糞肥種養(yǎng)循環(huán)與農(nóng)業(yè)生態(tài)系統(tǒng)控污減排協(xié)同等關鍵技術和產(chǎn)品。(4)科學評價草原放牧、近海捕撈、大水面生態(tài)漁業(yè)等畜牧業(yè)、漁業(yè)生態(tài)系統(tǒng)承載能力,開發(fā)高效生態(tài)增養(yǎng)殖技術和可持續(xù)漁業(yè)捕撈技術,形成畜牧業(yè)、漁業(yè)資源精準管理模式。開展近海漁業(yè)資源監(jiān)測評估,發(fā)展基于環(huán)境DNA、物聯(lián)網(wǎng)、聲學等的新監(jiān)測評估技術,為主要漁業(yè)種類限額捕撈和總量控制提供支撐。(5)開發(fā)農(nóng)業(yè)生產(chǎn)溫室氣體減排新路徑,構建氣候智慧型技術模式,提升農(nóng)業(yè)生態(tài)系統(tǒng)增產(chǎn)增匯減排能力。
 
  八、農(nóng)產(chǎn)品加工與食品制造
 
  主要目標:突破全加工周期的品質精準調控、資源減損提質和智能高效制造等關鍵技術瓶頸和裝備,構建多元化食物供給體系,增強農(nóng)業(yè)產(chǎn)業(yè)鏈供應鏈韌性和穩(wěn)定性,為農(nóng)業(yè)產(chǎn)業(yè)發(fā)展開辟新領域新賽道。
 
  重點方向:(1)開展針對食品制造過程和目標品質要求的農(nóng)產(chǎn)品原料物質基礎演變機制研究,加強食物營養(yǎng)與健康因子作用機理研究。(2)研究農(nóng)產(chǎn)品產(chǎn)后生理、病理及環(huán)境因子等信息智能感知技術,開發(fā)農(nóng)產(chǎn)品保鮮和儲運等減損保質新技術。(3)開展糧食、油料、畜禽、水產(chǎn)品等農(nóng)產(chǎn)品加工適應性研究、原料與加工技術的匹配性研究,開發(fā)農(nóng)產(chǎn)品品質數(shù)字化表征技術、多維全組分適度加工技術。(4)研究新型食品資源開發(fā)技術,集成微生物組學、人工智能、大數(shù)據(jù)、材料科學與智能制造等前沿技術,創(chuàng)制滿足新場景和特殊需求的新一代食品。(5)研究食品工業(yè)機器人、自適應交互先進加工技術及裝備,研發(fā)綠色化、智能化的農(nóng)產(chǎn)品加工成套技術裝備,構建食品數(shù)字化設計和制造體系。
 
  九、農(nóng)產(chǎn)品質量安全
 
  主要目標:創(chuàng)新農(nóng)產(chǎn)品及農(nóng)業(yè)投入品質量安全監(jiān)測、風險評估、膳食營養(yǎng)等關鍵技術體系,全面提升農(nóng)產(chǎn)品質量安全水平,為從田間地頭到百姓餐桌的營養(yǎng)健康需求提供更好科技保障。
 
  重點方向:(1)開展新型污染物、生物毒素、過敏原等危害物和潛在有害代謝產(chǎn)物靶向篩查與精準確證,闡明安全風險的相關機理。(2)開展替代蛋白等質量安全與營養(yǎng)功效評價研究,闡明新資源的安全性。(3)研究農(nóng)產(chǎn)品中功能性成分的高效識別、深度發(fā)掘及活性保持技術,針對特定人群的健康需求,優(yōu)化推進安全營養(yǎng)農(nóng)產(chǎn)品組合的膳食方案。(4)研究多維時空安全、營養(yǎng)與感官品質在線評價、質量控制、真實性檢測技術,研發(fā)智能化監(jiān)控、識別、分級的一體化設備及系統(tǒng),實現(xiàn)名特優(yōu)新農(nóng)產(chǎn)品分等分級、真?zhèn)舞b別與溯源。(5)構建新型危害物識別元件庫,建立農(nóng)產(chǎn)品質量安全快速檢測系統(tǒng),構建全鏈條風險因子高效識別與主動防控關鍵技術體系。
 
  十、鄉(xiāng)村發(fā)展
 
  主要目標:聚焦鄉(xiāng)村特色產(chǎn)業(yè)發(fā)展、低碳生態(tài)鄉(xiāng)村建設、農(nóng)村人居環(huán)境整治、鄉(xiāng)村治理等關鍵技術模式,開發(fā)農(nóng)業(yè)多種功能、鄉(xiāng)村多元價值,為建設宜居宜業(yè)和美鄉(xiāng)村提供更多科技供給方案,提高推進鄉(xiāng)村全面振興的效力效能。
 
  重點方向:(1)研究構建適宜于東部、中西部和東北地區(qū)等不同區(qū)域、不同經(jīng)濟發(fā)展水平的農(nóng)業(yè)農(nóng)村現(xiàn)代化發(fā)展模式和推進路徑。(2)突破特色果蔬、特色油料、糖料作物、食用菌、肉類產(chǎn)品等“土特產(chǎn)”關鍵技術裝備,加強優(yōu)良品種選育擴繁、高效生產(chǎn)與綠色防控、精深加工、智能分級和冷藏保鮮技術集成創(chuàng)新,推動產(chǎn)業(yè)全鏈條轉型升級。(3)研發(fā)適用于不同區(qū)域的農(nóng)村生活垃圾、生活污水、廁所糞污等處理及資源化利用技術模式,建立農(nóng)村人居環(huán)境整治提升監(jiān)測評估技術體系。(4)研究低碳生態(tài)鄉(xiāng)村建設、鄉(xiāng)村風貌整治提升、建筑本土化低碳改造設計、村民基礎設施防災減災能力提升等關鍵技術,打造高品質低碳鄉(xiāng)村。(5)研究鄉(xiāng)村治理、文化康養(yǎng)、產(chǎn)業(yè)鏈前后延伸等數(shù)字化關鍵技術,推動信息數(shù)據(jù)集成共享,助力數(shù)字鄉(xiāng)村建設升級。(6)集成應用鄉(xiāng)村空間布局、產(chǎn)業(yè)布局、鄉(xiāng)村文旅、宜居住宅等關鍵技術模式。
